Steps:
- Add new tariff có Tariff type = Outbound retail
- tích chọn package radio box => trường package hiển thị
- kiểm tra dữ liệu hiển thị ở trường package
Thực tế: hiện tất cả các package trong db với statusName: "Active" dù status trong db là 0,1,2
Mong muốn: chỉ hiển thị các package có status 0
